Description
Allow for admins to chose what kind of delete function is called when a user deletes an account. This would be the same functionality as upstream BOINC: where the admin may chose a 'disable delete' or a 'wipe delete', the latter is currently used.
A third choice may be to allow the use to chose between 'disable' and 'wipe'.
Secondarily, a UX change is the additional of a spinner since there is now a delete delay of 10 seconds (adjustable project-by-project), and we want 'inform' users of this deletion.
